In cooperation with the University of Plymouth, the Tactics Institute for Security and Counter-Terrorism presents the third episode of its Maritime Security Series on Modern Piracy.

Tactics spoke with Dr Scott Breckenridge, Associate Lecturer in Maritime Security and Terrorism at the Dartmouth Centre for Sea Power and Strategy at the University of Plymouth. Dr Breckenridge considers the questions 'what is piracy?' and 'where does piracy end and terrorism begin?'

Dr Brekenridge discusses how pirates use technology in this form of organised crime. He also discusses whether multinational maritime operations should have a UN mandate equivalent to 'onshore' UN Peacekeeping Forces.
