Poland assumed the rotating six-month presidency of the Council of the European Union at the beginning of the year from Hungary. Wasraw picked Security, Europe as the composition of the presidency, and stated it would back activities supporting European security in all its extents: external, internal, economic, information, food, energy, and health.
With Russia’s aggression against Ukraine entering its fourth bloody year, Poland’s principle is maybe the wisest. Warsaw comprehends something that Russia has expressed on many events but that too many in Europe still appear to deny or neglect that Kyiv is only one component of Russian President Vladimir Putin’s attack on Europe.
During Poland’s EU presidency, it has indicated that it does not expect to pass profuse amounts of new legislation. Rather, it aims to affect the overall political direction of the EU. The journey will be filled with challenges. Poland, for instance, is the biggest recipient of EU budget support, so its leaders must persuade its critics that Europe stands to profit from making headway on Warsaw’s preferences. German and French national interests have often been followed in the context of European goals, but Poland may discover it more challenging to do the same.
As part of the first dimension of security – external security – Warsaw should promote an in-depth debate on defense financing within the EU, as noted on its official homepage. However, to evade criticism that this is simply Poland pursuing EU money for its security, much of the emphasis should be on Europeans finally assuming primary commitment to European security. In this way, the EU can complement NATO, ensure Ukraine receives proper support, and maintain a positive association with Washington.
Relations with the new US administration will also be a challenge. The preference for bilateral trade negotiations by incoming US president Donald Trump, despite trade being one of the few topics for which the European Commission is the only negotiator, could generate excessive tension. The most promising Poland could do here would be to ensure that EU member states keep each other notified of any coercion or incentives reaching from Washington. The opposition may blame Tusk for harming Poland’s relations with the United States, even though Tusk may confront some domestic force from followers of Trump.
Last but not least, Poles should make sure their political struggles stay at home and don’t spill over to the European background. In the upcoming presidential election in May, the government may utilize the prestige of the presidency to promote its candidate. However, the opposition can also make productive use of this term. It is being prepared that Polish President Andrzej Duda will visit the United States in 2025, most likely during the Three Seas Initiative meeting in April, which is irrelevant to the EU presidency.
Poland wanted a leadership part in Europe, and now it holds one. The EU presidency is an opportunity for Poland to enhance its position in the EU, guide Europe on the right approach regarding security and resilience, and drive US-EU ties onward on a constructive note. Poland is crucial to triumph, but even Warsaw’s critics need to recognize the need for a fresh perspective in Europe.
