Tactics Institute urgently calls on the Ecuadorian government and international community to take immediate and decisive action to combat the surging violence in Ecuador, which threatens regional stability and peace. The alarming escalation of violence is a critical issue that demands swift intervention to prevent further deterioration of the already volatile situation.
The current situation in Ecuador has reached a critical point, with violence becoming unmanageable despite governmental assurances. President Daniel Noboa’s claims of a reduction in violent deaths this year are overshadowed by the fact that 2023 was the most violent year in the nation’s history, with a staggering homicide rate of 40 per 100,000 inhabitants. In the first six months of 2024 alone, 2,400 crimes have been reported, indicating that security remains a paramount concern.
The Minister of Defense, Gian Carlo Loffredo, has described the situation as a war, emphasizing the long-term nature of the conflict. Innocent civilians are increasingly caught in the crossfire, with no guarantee of safety even within their homes. 127 individuals have been killed, including 33 within their residences. The coastal cities, particularly Durán, have seen a horrific spike in violence, with a 1300% increase in violent deaths. The tragic murders of a woman and her 13-year-old daughter during a meal starkly illustrate the rampant and indiscriminate nature of this violence.
The Tactics Institute stresses that the actions of criminal gangs, coupled with the government’s response, are exacerbating the crisis. In seven of Ecuador’s 24 provinces, a state of emergency has been declared, yet the strategy remains vague, with an increased military and police presence as the primary response. The lack of a comprehensive and transparent plan raises serious concerns about the efficacy and legality of these measures.
The Tactics Institute demands that the Ecuadorian government Develop and implement a clear, transparent, and effective strategy to combat violence. Ensure that all actions comply with international human rights laws and standards. Seek international assistance and cooperation to address the root causes of violence and criminal activity. Protect the fundamental rights of all citizens and ensure their safety and security.
The Tactics Institute calls on the Ecuadorian government to halt all forms of violence and to take immediate, lawful, and effective measures to safeguard its citizens and restore peace. The international community must also step forward to support Ecuador in this critical time to prevent further regional instability.
