Tactics spoke with Dr. Fotios Moustakis, Associate Professor of Strategic Studies and Director of Dartmouth Centre for Sea Power and Strategy at the University of Plymouth. Dr. Moustakis analyses the land and sea parameters of modern piracy and addresses the question of why there are fewer incidents in the Horn of Africa than a decade ago. He also explains how the COVID-19 pandemic is affecting piracy.
