Israel attack on Qatar is organised “state terrorism”

The Tactics Institute vehemently condemns the Israeli airstrike carried out yesterday, 9 September 2025, on Doha, Qatar. This act of aggression is indefensible and constitutes state terrorism against a sovereign nation.

1. Violation of Sovereignty and International Law

The airstrike marks the first time Israel has launched an attack on Qatari territory, violating Qatar’s sovereignty a gross breach of the UN Charter and established international norms. Qatar has denounced the strike as a “criminal” and “cowardly” act, while its Prime Minister branded it “state terrorism” .

2. An Escalation That Undermines Peace

At the time of the attack, Hamas officials were reportedly gathered in Doha to discuss a U.S.-backed ceasefire proposal. Striking such a meeting sabotages diplomatic efforts and severely jeopardizes the fragile talks toward ending the conflict.

3. Civilian Harm and Regional Fallout

The strike resulted in the deaths of six individuals, including a Qatari security officer and family members and aides of Hamas leaders. The blurring of lines between military and civilian targets further erodes the legal and moral boundaries governing armed conflict . Moreover, the operation has triggered outrage across the region, with condemnation from Qatar, Turkey, the UK, Egypt, Saudi Arabia, the UAE, and the UN, all decrying the breach as a threat to regional stability .

4. Undermining a Key Mediator

Qatar has been a vital mediator in the Israel–Hamas negotiations. Yet, it received notice of the attack only minutes after warplanes struck, a betrayal of trust and diplomacy. Despite this, Doha has reaffirmed its commitment to mediation while assembling a legal team to pursue accountability .

5. A Dangerous Precedent

By carrying out such an operation unilaterally within the borders of a recognized state, Israel sets a perilous precedent. This not only erodes international norms but also escalates tensions toward broader destabilization.

  • The Tactics Institute asserts that this attack is unacceptable under any circumstances. It cannot be justified as a security measure when it directly targets a sovereign nation engaged in peace negotiations. We call upon:
  • The UN Security Council to convene an emergency session and issue a strong resolution condemning the act and demanding immediate accountability.
  • The International Criminal Court and other mechanisms of international justice to investigate whether this strike constitutes aggression or war crimes.
  • Regional and global powers to reaffirm support for diplomatic conflict resolution and ensure that international law is upheld, not trampled.

Acts of state terrorism especially against a neutral mediator can never be tolerated. The Institute remains committed to advancing accountability, justice, and lasting peace in the region.
