The Tactics Institute for Security and Peace draws attention to the Global Risks Report 2025 of the World Economic Forum, which names state-based armed conflict and extreme weather events fuelled by climate change as the two most critical threats to the global economy this year. These risks are an urgent call for international cooperation to contain their cascading effects on global stability and security.
The WEF report is based on input from more than 900 global risk experts, policymakers, and industry leaders ahead of the annual gathering in Davos. According to the survey, 23% of respondents identified state-based armed conflict as the top global risk in 2025, followed by climate change-induced extreme weather events, with 14%.
These are the crises in Syria and Gaza and the potential escalation of conflict in the Middle East; indeed, armed conflicts disrupt economies, expel populations, and worsen humanitarian suffering.
Climate change is destabilizing communities everywhere as it increases the intensity of droughts, floods, and storms while increasing resource scarcity, further fuelling conflicts.
It further points to the fact that, over the next two years, misinformation and disinformation would be critical risks, highlighting difficulties in making the right decisions given the fast speed of the changing global environment.
The Tactics Institute requires that an urgent coordinated response be needed for these complex interrelated problems. International players should engage in diplomatic efforts in prolonged conflicts and expand preventive mechanisms more robustly and specifically in susceptible areas. The government and corporations have to increase investment in adaptation mechanisms for climate change, renewable energy, and sustainable development, thereby reducing extreme climatic event consequences to the most vulnerable citizens.
It is, therefore, crucial to develop comprehensive strategies that will help fight the spread of misinformation and disinformation that eats away at public trust and impedes effective responses to global crises. WEF Managing Director Mirek Dusek was right to caution that global leaders must choose collaboration and resilience over division and instability. The Tactics Institute urges nations to embrace multilateralism as a cornerstone for addressing shared challenges.
