Civilian targets in conflict zones have been the centre of attention for international organisations, media platforms and governments. But the targeting of civilian populations is not exceptional and is now a systemic feature of warfare. This webinar discusses the targeting of women, children, the elderly, and the LGBTQI+ community as an element of total warfare in which societies seek a deeper level of victorious validation than winning a battle.
