Tactics Institute warns of rising tensions between Ethiopia and Somalia

The Tactics Institute for Security and Counterterrorism is deeply concerned about the escalating tensions between Ethiopia and Somalia in East Africa. The conflict over a maritime pact could have significant implications for regional stability and security. 

The tension between Ethiopia and Somalia revolves around a port deal that Ethiopia signed in January with Somaliland. It is a self-declared independent region that Somalia considers part of its territory. The agreement, which grants Ethiopia access to Somaliland’s port and includes a lease for a naval base, has been described by Somalia as an “act of aggression.” In exchange for this access, Ethiopia has pledged to be the first country to recognize Somaliland’s independence—a move that could dramatically alter the geopolitical landscape in the Horn of Africa.

The maritime dispute with Somalia has wider regional implications, particularly given Egypt’s involvement. Cairo recently delivered military aid to Somalia for the first time in four decades, including weapons and ammunition, and has pledged to send additional troops. This has raised concerns in Addis Ababa, which views Egypt’s support for Somalia as part of a broader strategy to counter Ethiopian influence in the region.

The Tactics Institute urges all parties to engage in diplomatic dialogue to de-escalate the situation and seek mutually beneficial solutions. The presence of foreign military forces and the increasing militarization of disputes risk sparking a broader conflict that could destabilize the entire region.

The Tactics Institute calls on Ethiopia, Somalia, and Egypt to engage in constructive dialogue with the support of regional and international mediators. The Institute also recommends that the African Union and the United Nations establish a framework for negotiations that addresses both the maritime dispute and the broader issues. By prioritizing diplomatic channels and fostering a spirit of cooperation, the region can avert a potentially devastating conflict and work towards a more stable and prosperous future for all its people.
